This guide explains the charges and fees associated with ocean shipping, and what may be included in your estimate. It includes billing and payment information, definitions of the fees and any alternative names for each charge. 点击此处查看本指南的中文版PDF
As outlined in the WMSC Logistics Services, LLC Freight Terms and Conditions (“Terms and Conditions”) and in the Comprehensive Walmart Marketplace Program Retailer Agreement (“Agreement”), you are obligated to maintain information designated by Walmart as confidential. Please note that this content is considered such confidential information and therefore, may not be shared with any party without express permission by Walmart.
What’s included?
The estimated freight rate is port to door and includes the following:
Origin Terminal handling charges (THCs), documentation fee, Automated manifest system (AMS) filing, Importer security filing (ISF), Verified gross mass (VGM) filing, port security fees, ocean freight (including rail/intermodal transportation to inland destinations), fuel surcharge, and environmental fuel fee.
Destination THCs, destination dray, dray fuel surcharge, pier pass, clean truck fee and chassis usage at destination for the designated free days based on the destination in the Negotiated Rate Arrangement (NRA).
Charges not included in the base freight rate estimate:
If your shipment is delayed due to late Customs release beyond the quoted free time, any demurrage and/or detention fees will be invoiced separately due to US Federal Maritime Commission (FMC) regulations. Detention and demurrage are not included in ocean freight charges.
Unless identified as included in the rate offering, the NRA is subject to all surcharges and accessorial charges as published in the carrier's governing tariff rules*.
Accessorial charges
Accessorial charges are additional fees that are charged for performing services beyond normal pickup, delivery and shipping procedures:
May include charges for services such as packing, loading, unloading, storage and documentation processing.
These charges can vary depending on the specific requirements of the shipment.
These charges are billed on a second invoice if incurred.
Billing and payment
WMSC Logistics Services, LLC* invoices are issued to the seller upon cargo receipt at a WFS facility. Invoices automatically pass to your Marketplace Account Statement netted against payables for that period. Any additional charges (for example, detention or demurrage, or customs brokerage services) are invoiced separately.
Payment reserves
On your Statements page, you may see a payment reserve placed on your account intended to cover a portion of your expected WMSC invoice. We do this at the time of booking to ensure your account will settle when the invoice is issued. The size and type of reserve is calculated based on your historic settlement balance and the cost of the expected WMSC invoice. Reserves are released immediately upon WMSC invoice creation to be applied to that account settlement cycle.
If a payment reserve is placed on your account to cover a booking and then you cancel that booking, the reserve will be released during your next account settlement.
Booking limits and cancellation
Occasionally your predicted account income will not be expected to cover your Imports invoices, even if a payment reserve is placed. In that case we may limit the number of containers you can send or cancel new bookings until charges for your shipments in progress are reconciled.

There are multiple US government agencies involved in reviewing documentation and approving goods for entry into the United States. In some instances, a government agency may designate a shipment for an x-ray (VACIS) or visual inspection at port, or for an intensive exam at a designated Customs Examination Station (CES). It is the IOR’s responsibility to settle all costs associated with these inspections before cargo can be transported to final destination. Please instruct your customs broker to arrange for these payments on your behalf, if your IOR is not able to settle directly. After all government holds are lifted and payment of fees is confirmed, our operations team can execute final delivery to the fulfillment center.
