Walmart Fulfillment Services (WFS)
This guide describes all the parties involved in international importing with Walmart Cross Border (WCB), including the Walmart entities, the signatory parties required for enrollment, and the involved parties required for booking a shipment. 点击此处查看本指南的中文版PDF
As outlined in the WMSC Logistics Services, LLC Freight Terms and Conditions (“Terms and Conditions”) and in the Comprehensive Walmart Marketplace Program Retailer Agreement (“Agreement”), you are obligated to maintain information designated by Walmart as confidential. Please note that this content is considered such confidential information and therefore, may not be shared with any party without express permission by Walmart.
Some shippers may use different names for these parties.
Freight logistics parties
Cross border shipping and import procedures require coordination across companies, geographies and domains.
The import and shipping process involves parties that are not signatory or involved parties. These parties are defined below:
Forwarder (freight forwarder)
A person or company that manages the transportation of goods for the shipper. WMSC is the freight forwarder for Walmart Cross Border.
Carrier
The company that physically transports the goods. Walmart Cross Border uses various carriers to transport your shipments, for example, Maersk.
Involved parties
When placing an inbound order, Walmart requires the seller to include the involved parties for that particular transaction for efficient coordination, planning, documentation and exception handling where necessary.
WMSC Logistic Services
WMSC Logistics Services, LLC will file the Importer Security Filing (ISF) on your behalf. The bond owner or importer of record (IOR) is required to sign the ISF POA document.
Customs broker
A licensed individual or company hired to manage the logistics, paperwork and legal documentation required to clear imported or exported goods through customs.
You may use Walmart’s designated broker or choose your own broker for import customs services. Walmart does not provide export customs services at this time.
Shipper
Also known as: Exporter
The company that tenders cargo to the forwarder. The shipper is responsible for packaging and preparing items for shipment. This party is responsible for export customs declaration and providing accurate inputs for transport documentation. Where applicable, the shipper should hold an appropriate export license.
The shipper address in Seller Center should be formatted exactly as it should appear on the bill of lading.
Required information: Company name, address, ID number (EIN, VAT, EROI, Social Credit)

Consignee
The party to whom the goods will be shipped. The consignee address here should be formatted exactly as it should appear on the bill of lading document. For WFS sellers, this can be your company name, c/o (care of) Walmart Fulfillment Services, street address of the destination fulfillment center (the address will be at the top of your screen while booking your shipment), and your (seller’s) email address.

Notify party
Any party that should receive an Arrival Notice shortly before the shipment will arrive at its US port of discharge. Arrival Notices include details about the expected vessel, expected ETA, details of the ocean terminal where the container will arrive and the FIRMS code where the shipment will enter the US.
This is generally the import customs broker. If you are using Walmart’s designated broker, you may use them as the notify party.

Importer of Record (IOR)
The entity or individual responsible for all entry documents required by US CBP (Customs Border Protection), product classification, payment of duties and any other import obligations. The importer of record must be an owner, purchaser or consignee of the goods; this party must have a financial interest in a transaction.
For US imports, importers can be either US or foreign entities (commonly known as non-resident importers). An IOR must be provided as part of the Walmart Imports enrollment.
Required IOR information: Company name, doing business as (DBA) name (if used by the IOR), company type, address and Tax ID (EIN, CAN or CAIN, or SSN if the IOR is an individual without an EIN)

Enrollment contact
The name and email address of the point of contact responsible for WCB enrollment. The enrollment contact does not sign any documents unless they are later listed as a signatory party.
- The shipper and consignee cannot be the same as the customs broker.
This helps ensure that the Importer of Record (IOR) remains a distinct, accountable entity. If the same entity is listed as both the broker and consignee, it may create regulatory concerns, including potential self-filing risks where no third-party oversight exists and compliance concerns around lack of separation of responsibilities.
- The shipper and consignee must have different addresses.
- The notify party can duplicate any other party on the shipment.

Signatory parties
As part of the Walmart Imports enrollment process, one or more legal documents are required. The full list of documents required for your enrollment will be determined by the information provided by you in the Walmart Cross Border enrollment workflow. In the workflow, we will also collect the signatory party details for the duly authorized representative(s) of the company that will electronically sign the documents.
Power of Attorney (POA) signer
The signer of any required enrollment documentation except for the corporate certification (if a corporate certification is required).
Corporate certification signer
An officer of your company (if your company will act as the IOR) or an officer of the IOR company (if your company will not act as the IOR) who can certify that the person that signs the Power of Attorney (POA) has the authority to do so on behalf of the company. NOTE: The corporate certification signer cannot be the same person as the POA signer.
