What is the policy?
All sellers on Walmart’s Marketplace are required to ensure that children’s products comply with all applicable federal, state and local laws. Children’s products are generally defined as consumer products designed or intended primarily for children 12 years of age or younger.
In accordance with federal regulations, domestic manufacturers and importers of children’s products must certify, in a written Children’s Product Certificate (CPC), based on test results from a third-party Consumer Product Safety Commission (CPSC)-accepted laboratory, that their children’s products comply with all applicable children’s product safety rules.
Sellers must provide copies of a valid CPC and the corresponding third-party test report for each children’s product listed on Walmart’s Marketplace.
Sellers may list children’s products on Walmart’s Marketplace only if each product is accompanied by a valid CPC and a corresponding third-party test report issued by a CPSC-accepted lab.
When requested, sellers must upload CPCs and test reports for each covered item in Seller Center using the Item compliance widget on the Health and Compliance page.
Additional information
Upon request, sellers must ensure that certificates are available to the Commission, Customs authorities, distributors and retailers as required by law and respond to outreach from government agencies and Walmart representatives in a timely manner.
The CPC must be:
- Written in English.
- Based on test results from a third-party CPSC-accepted laboratory.
- Contain all required elements and information as specified by the CPSC's CPC requirements, including:
- Identification of the product covered by the certificate.
- Citation to each CPSC children's product safety rule to which the product is being certified.
- Identification of the importer or domestic manufacturer certifying compliance, including name, full mailing address and telephone number.
- Contact information for the individual maintaining records of test results, including name, e-mail address, full mailing address and the telephone number.
- Date (month and year at minimum) and place (including city and state, country or administrative region) where the product was manufactured.
- Date and place (including city and state, country or administrative region) where the product was tested for compliance.
- Identification of the third-party laboratory on whose testing the certificate depends, including name, full mailing address and telephone number.

Third-party test reports must be:
- Written in English.
- Based on test results from a third-party CPSC-accepted laboratory.
- Show that the product complies with all applicable state and federal children's product laws and rules.
