Sellers are prohibited from listing any product for sale in any location where that product violates applicable federal, state, or local law or regulation.

State restrictions
What is the policy?
Walmart generally prohibits sellers from listing any product that is not allowed to be sold in all U.S. states. In some product categories, however, Walmart allows you to designate specific states in which your products may be sold. In these categories, you’re responsible for providing Walmart with accurate information about the states in which your products may legally be sold.
As a seller, you’re responsible for (1) compliance with applicable federal, state, and local laws that apply in each jurisdiction in which your product is offered for sale, (2) obtaining any required permits or licenses, and (3) any penalties resulting from noncompliance. Walmart reserves the right, but doesn’t have the responsibility, to impose additional state restrictions in its discretion.
